Conrado Balweg discusses plans with then Executive Ronaldo Zamora of Malacanang anent the Organic Act for the Cordilleras as well as Development efforts for said newly created Cordillera Administrative Region comprising Abra, Kalinga, Apayao, Mountain Province, Benguet including the Chartered City of Baguio.
