HON. SYD VASQUEZ formally Inducts Cordillera People's Liberation Army (CPLA) as Guardians of the Environment after a Workshop was conducted on Appropriate Upland Alternate Livelihood Project Potentials like Ethnic Crafts, Vine Crafts, Tiger Grass raw materials in broom making for the export market, High Yielding Fruit Varieties adoptable to the environment in their area of jurisdictions.
HON. SYD VASQUEZ with DENR validating the proposed Palsuguan Dam by the Province of Ilocos Norte resulting to his rejection of said Project since Fisherfolks of Tineg, Lagayan, San Juan, Dolores, Pidigan, San Quintin and Bangued shall be deprived of their livelihood of fishing since only the excess water during rainy season only will flow to the Abra river. A tunnel going to Ilocos Norte under the original plan of the project in which an Electric Turbine should have been built in the side of Ilocos Norte but depriving Abrenian marginal farmers of their livelihood of farming as well as fishing.
Proposal of the Province of Ilocos Norte of the Palsuguan Dam Multi Purpose Project supposedly under JICA of Japan funding unless the Original Plan is not revised and duly certified by NEDA as well as North Quad though it was already signed by Gov. Vicente P. Valera.

SYD VASQUEZ together with the DENR and Guardians of the Environment confiscates Illegaly cut timbers in the upland towns of Abra likewise file a case in court against the violators hence Chainsaws were also confiscated. HON. SYD VASQUEZ have been ambushed twice by said suspected violators perhaps to try to stop him from his serious Advocacy but said ambush didn't prevent him from sustaining in protecting the forest.
